The Rules and Policies of the OCSA have been developed over time to provide for the safe and enjoyable use of our club for all members and guests. Your responsibility as a member is to ensure that these rules and policies are followed. Any violation of these Rules and Policies may be basis for suspension and/or revocation of your OCSA membership. The Board of Directors’ reserves the right to amend these rules at any time and without notice.


Facilities Use and Membership Requirements

  1. It is imperative that the direction and guidance from Staff, Management and/or Board of Directors is followed at all times.
  2. Commercial use of the OCSA property or membership is prohibited.
  3. OCSA facilities are for the private, recreational use of members, their spouse, immediate family and guests.
  4. OCSA picnic tables and grills are for use on a first come first served basis. At no times may grills be reserved for use at a later time.
  5. Immediate family members consist of children under the age of 23.
  6. The rostered member and/or spouse will be held responsible for their immediate family members and guests as it relates to all OCSA rules and policies.
  7. The rostered member and/or spouse will be held responsible for any damages to the facility and/or facilities equipment caused by self, spouse, immediate family and/or guests.
  8. A valid membership card must be carried by the member or spouse. The membership card must be shown upon request to any of the OCSA staff or member of the Board of Directors. OCSA reserves the right to check membership cards against the member’s driver’s license.
  9. Any immediate family member under 16 years of age must be accompanied by a member and/or spouse.
  10. The loaning of a membership card to anyone other than an immediate family member is prohibited. The immediate family member must be at least 16 years of age up to the age of 23.
  11. An OCSA membership card or driver’s license is required as a deposit for use of OCSA billiards equipment. The member shall be responsible for said equipment.
  12. Membership to the OCSA is not transferable except the spouse of a member shall be substituted in place of a member under the following circumstances: (a) death of a member survived by a spouse; or (b) receipt of a written, notarized request by a member and spouse. After substitution, the spouse shall be the member for all purposes. Transfer of membership will be subject to an administrative fee of $50.00.
  13. Unsportsmanlike, ungentlemanly, unladylike or un-safe conduct of any member, family member or guest may result in the suspension or revocation of OCSA membership or other Board action. OCSA staff and/or any member of the OCSA Board of Directors’ reserve the right to ask any offending party to immediately leave the OCSA grounds.
  14. Littering of the lakes or property will be subject to suspension of OCSA membership or other Board action.
  15. Abuse of opening and closing times may subject the member to suspension of OCSA membership or other Board action.
  16. OCSA is a private organization and reserves the sole right to approve or disapprove any applicant for membership.
  17. An annual OCSA membership is granted upon the payment of dues. Renewals are payable from March 1st to March 31st of each year for members in good standing. Failure to submit payment by April 1st subjects the delinquent member to an automatic late fee of $50.00. Subsequent failure to submit payment by April 15th will result in the automatic cancellation of membership. A written petition for reinstatement may be evaluated by the Board of Directors. No reinstatement requests postmarked after April 30th in the year in which membership has lapsed will be considered. Any decision regarding reinstatement is solely at the discretion of the Board. Any reinstatement requires the payment of the $250.00 renewal fee, a $50.00 late fee as well as a $100.00 reinstatement fee. ($400.00)
  18. Any member who owns more than one Florida State registered powered vessel must pay an additional fee of $10.00 for each additional OCSA vessel decal. Unpowered vessels such as, kayaks, canoes and paddleboards must pay a fee of $10.00 for each vessel.
  19. A member may have a total of five (5) decaled vessels.
  20. Members are not permitted to launch any non-decaled vessel except a vessel rented by a member from a licensed boat rental company. The rental agreement must be presented to the staff before the launching of any rented vessel.
  21. No overnight car or boat parking on OCSA grounds are permitted unless previously authorized. Cars or boats remaining overnight will be subject to a $5.00 overnight fee.
  22. All personal items (coolers, chairs, games, wakeboards/kneeboard etc.) must be removed from OCSA property at the end of the day.
  23. If member’s vessels are to remain on the lakes overnight, OCSA Staff must be notified prior to remaining overnight.
  24. Any vessel maintenance and/or repair contractor must register with the staff and provide proof of owner work authorization and insurance coverage before beginning work on-site.
  25. The volume of personal music devices (radios, iPod, cd players etc.) should not interfere with the enjoyment of club facilities by other members.
  26. No aerial surveillance devices (drones, planes, helicopters, gliders, balloons, etc.) may be utilized on or operated from OCSA property, unless approved by the General Manager or Board.


Safety Policies

  1. Children under the age of 16 must be supervised at all times.
  2. Smoking is prohibited under all covered areas. This includes but is not limited to, cigarettes, cigars, pipes (including Hookah), and electronic cigarettes.
  3. Smoking is prohibited in the playground, volleyball and swimming areas.
  4. Smoking is prohibited within 50’ of the gas pump.
  5. Safety is a paramount concern of the OCSA. All barbecuing and cooking is to be confined to designated areas. It is the responsibility of all members to maintain a safe atmosphere in the immediate vicinity of where they, their family members or guests are barbecuing or cooking.
  6. Personal grills of any type are prohibited within any covered areas or within 100’ of the gas pump and/or on top of picnic tables or benches.
  7. Barbecues and other hot surfaces should never be left unattended.
  8. Small children must be carefully supervised and kept a safe distance from fires, grills and hot surfaces.
  9. Special care and caution should also be used when using propane.
  10. Dock walkways must remain clear at all times. No sunbathing, storing of personal flotation devices or boat equipment is allowed on the dock walkway.
  11. No jumping or diving from the dock or dock rails.
  12. No fishing in the boat ramp access channels or swimming areas when boats or swimmers are present.
  13. Swimming is permitted in the designated swim area only. Swim at your own risk as no life guard is on duty. No standing, wading or floating in any other water areas immediately adjacent to the OCSA property.
  14. Glass containers are not permitted in the swim area.
  15. There will be no skiing, tubing, wakeboarding or non-idle speed of any boat or personal watercraft (PWC) from OCSA beach property, docks or within the waters defined by the OCSA buoy markings. No wake/idle zones inside the buoys must be observed at all times.
  16. OCSA property speed limit is 5MPH. All directional and parking signage must be obeyed.
  17. Firearms, fireworks, sparklers, etc., are not permitted on OCSA grounds at any time without exception.
  18. Parking is permitted in designated areas only.
  19. No inflatable (bounce houses, slides, etc.) or motorized (drones, planes, carousels, etc.) entertainment devices or remote control cars or boats may be utilized on or operated from OCSA property, unless approved by the General Manager or Board of Directors.
  20. Skateboards and scooters are prohibited on OCSA property.


Boat Launching

  1. Power loading and unloading are prohibited as it damages the ramps and access channels.
  2. Vessels must be prepared for launch in designated areas prior to backing down the ramp. Each ramp is a 2 vessel ramp.
  3. Prolonged parking of vehicles on the ramps is not permitted.
  4. No vessel shall block the ramp access channels. This area is for loading and unloading purposes only.
  5. All “No Boat Parking” signs must be observed. Vessels must be relocated away from the ramp and access channels, immediately.
  6. Launching is prohibited during periods of inclement weather to allow for vessels exiting the lake to do so without delay.
  7. Vehicles and trailers are to be parked in designated areas only. Do not block boat storage areas and do not park in member’s rented boat storage areas. Head-in trailer parking only.


Guest Policies

  1. A member or spouse is permitted to have a maximum of 10 guests, including children, at any time (total of 11).
  2. Any party totaling twelve (12) or more constitutes a group outing. All group outings require approval and a Facilities Rental Agreement, available through the OCSA office and on the website. ( Group outings are not authorized on weekends or holidays during peak season. (April 1st through Labor Day) with the exception of Special Events approved by the Board of Directors.
  3. Guests must be accompanied by a member and/or spouse, or an immediate family member which is 16 years of age or older.
  4. Guests must leave when the member leaves.
  5. Guests are not permitted to launch a non- OCSA decaled vessel.
  6. Guest vehicles must be parked in the designated “Guest Parking” lot located across the street.


Pet Policy

  1. Pets are not permitted on OCSA property except while being transferred between the member’s vehicle and vessel for the purpose of being taken out on the lakes.
  2. Pets being taken to the member’s vessel must be transferred directly without stopping to the vessel. Upon return the pet must again be transferred directly without stopping back to the vehicle. Pets must be carried or leashed at all times while being transferred.
  3. For the comfort of your pet the OCSA has provided a “Dog Walk” area to the left of the exit gate by Kilgore Rd. Pets using the Dog Walk must be transferred directly, without stopping, from the vessel or vehicle to this area and must be leashed at all times.
  4. All pet waste must be removed from OCSA property by the pet’s owner.
  5. At no time shall your pet be allowed to relieve themselves at any location other than the provided “Dog Walk”.


Any violations of these Rules and Policies may be basis for suspension and/or revocation of OCSA membership.
